Key accountabilities:

  • Representing and championing legitimate Company interests in cooperation with government bodies, non-governmental and public organizations, the media, and other interested parties in regulating manufacture and circulation of tobacco products, including technical regulation, public relations, pricing and taxation;
  • Constantly maintaining relations with government bodies, non-governmental and public organizations, the media and other interested parties in regulating manufacture and circulation of tobacco products through necessary activities including meetings, correspondence etc.;
  • Monitoring risks in regulating manufacture and circulation of tobacco products and immediate reporting of any changes in this area;
  • Preparing analytical materials and reports for guidance on key regulatory issues;
  • Providing expert support to Company functions on regulatory issues;
  • Communications: building a positive image of the Company in the media, shaping public opinion on regulating tobacco industry, tracking news in the media related to business, informing the heads of functions of emergency/important news; approval of all local communications: quick news, organizational announcements; processing requests from the media; supporting in communication projects, preparing media press releases and articles;
  • Corporate and social responsibility: approval of all local marketing activities, assisting Marketing in the interpretation of International Marketing Standards (IMS); supporting corporate social responsibility projects in Kazakhstan: scholarships, charity, youth smoking prevention etc.

Qualification criteria:

  • University degree;
  • At least 3 years of experience in public service or non-governmental organizations engaged in corporate and/or regulatory affairs;
  • In-depth and up-to-date knowledge of legislation regulating manufacture and circulation of tobacco products;
  • Understanding the political context at the local level, including regulatory and political processes;
  • Influencing/negotiation skills in the development of cross-functional and external relations; readiness to debate;
  • In-depth understanding of the tobacco industry, its political, social and economic component;
  • Fluency in English, Russian and preferably Kazakh.
