  • To monitor and advise on the external political environment with the aim of achieving sensible regulation which balances both the business imperatives and corporate reputation of BATPNG;
  • To lead the development and execution of strategies to ensure a sensible regulatory and political approach by governments to issues that may affect the business;
  • To drive and manage Compliance and Governance standards within BATPNG ensuring that all controls, checks and balances are in place and driven by respective functions to adhere to Group Compliance and Governance Standards;
  • To lead the development and management of BATPNG’s political, regulatory public affairs strategies and act as the key relationship/stakeholder manager/coordinator for governments, political institutions, other third-party influencers;
  • To work with senior managers on those aspects of the business which are influenced by the external political environment, including, legal, finance, marketing and operations.


Key Accountabilities

Operational/Technical/Professional Results

As leader of the Political and Regulatory Affairs team, the role is to lead the development and implementation of strategies for shaping and managing the government, political and regulatory environment in PNG with the aim of:

    • Building robust plans for managing the external political environment;
    • Incorporating business objectives and strategies into plans to shape and manage the external environment;
    • Generating understanding and support for BATPNG’s self-regulatory or sensible regulatory solutions amongst governments and third-parties;
    • To increase understanding of the policy/regulatory and political costs of heavy-handed regulation amongst governments and third-parties;
    • To lead development of and manage execution of targeted external affairs campaigns (lobbying, third-party advocacy, media etc.) in response to emerging issues or opportunities;
    • To work closely with the entire LEX function to ensure that political and government plans and activities are fully integrated and co-ordinated with other stakeholder activities;
    • To inform the business of emerging public issues with potential impacts on the business.


Leadership Results

  • To oversee the professional development of the Political & Regulatory Affairs (PRA) team;
  • Lead the integration of all LEX activities to address external issues in line with the business’s strategies where required;
  • To take a leadership role in PNG and Area in providing expertise in managing external and regulatory issues;
  • To participate and lead in the business responses to specific issues.


Management Results

  • To track and control budgets and oversee the allocation of resources (both human and financial) in PRA;
  • To oversee the ABAC compliance in relation to management of suppliers and advisors on external issues;
  • To lead the engagement on AIT and Competition ensuring BATPNG continues to meet its objectives in driving anti illicit campaigns and complying with competition laws;
  • To lead the PRA team in the development and execution of plans for the management of the external environment in line with business priorities.


Relationship Results

  • To lead, with the support of Head of External Affairs and the PNGLT, on the development of management strategies;
  • Lead, with support of the Head of External Affairs, the input to the development of company policies, strategies and practices in response to relevant regulatory and trade issues;
  • To identify and instigate a structure and process for representing the company and engaging with key stakeholders around the Area including (but not limited to):
    • All Regulatory Authorities within PNG whose laws are applicable to BATPNG;
    • National and Provincial Governments (politicians, departments, etc.);
    • State Owned Enterprises;
    • Third-party influencers (e.g. hospitality industry, media etc.);
    • Political parties and organisations.

  • Develop new and innovative strategies for managing the external environment;
  • Ensure that existing and ongoing activities are updated for relevance to the changing external environment.

Knowledge, skills, experience and qualifications

  • The candidate should have approximately 15 years’ experience in managing public issues, preferably with experience both inside the political environment and/or in consultancy and in-house roles at a senior level.
  • An in-depth understanding of government and regulatory affairs is essential, as is direct experience in dealing with stakeholders on controversial and complex issues.  A good understanding of the sensitivities and complexities involved in the tobacco industry and the issues facing British American Tobacco is also required.
  • The candidate should show strong strategic, leadership, analytical and planning skills, as well as a creative and effective approach to problem solving. Highly developed written and oral communications skills are essential, as is the ability to influence and persuade.  Finally, the individual needs to demonstrate strong people management skills, as well as the willingness and ability to work well with peers and senior management.
