The Regulatory Affairs Manager will assist in providing strategic direction to BAT Japan (BATJ) to navigate the regulatory developments as they unfold, with key stakeholders, as a responsible tobacco company.
The Regulatory Affairs Manager will work closely with the Head of Regulatory Affairs and CORA Director to support timely development and effective delivery of the CORA strategy at the endmarket level. This requires not only understanding business priorities and challenges but also driving alignment and support from the senior management team towards the CORA functional agenda, with proper consultation from Regional and Global CORA representatives. 
 
The key focus of the role is to develop and execute the Regulatory Affairs strategy and plan in Japan, as well as to support the growth agenda of BATJ. Furthermore, the Regulatory Affairs Manager will need to play an active role in contributing to the Regional CORA agenda, helping to shape the CORA strategy for the Asia-Pacific (AsPac) region going forward.
 
The Regulatory Affairs Manager will be hired as a key future potential successor to the Head of Regulatory Affairs. Depending upon the successful candidate’s mobility, there will be the opportunity to experience working in a BAT market overseas on an International Assignment (I.A.) with the company in the future.
 
Key Responsibilities
 
Regulation (including Excise, Tobacco Product, Trade in Tobacco, Packaging & Labelling issues)  

  • Identify, define and promote a regulatory environment consistent with both British American Tobacco business goals and business principles to ensure that the company can operate successfully and in a manner consistent with its beliefs.  
  • Engage with regulators to maintain and achieve a sensible excise regime that balances Government and Company expectations.  
  • Build and maintain BATJ’s external stakeholder relationships (e.g. politicians, government officials, NGOs, media, business, local community, employees and other key influencers).  
  • Manage BATJ engagement process in line with strategic plan objectives.  
  • Play an integral role in ensuring BATJ’s  management is kept informed about and prepared for the business impact of regulation.   
  • Provide regular updates to the business regarding potential regulatory opportunities and threats, and recommend and execute relevant plans.  
  • Support and help to grow solid relationships with the Tobacco Institute of Japan (TIOJ) and the Ministry of Finance (MOF).   
  • Working with the TIOJ, help to develop an approach that allows the industry to work together on key issues. 
  • Contribute to the above-market advocacy that BAT will undertake globally from time to time.

 

Qualifications & Experience

  • Honours Degree/post-graduate degree  
  • A minimum of 10 years’ experience in the national policy making environment , including the government sector and/or a substantial corporate affairs management role in a comparable commercial/FMCG organisation with a proven track record 
  • Demonstrated experience in government relations/regulatory affairs; additional experience in other communications related areas including media relations, employee communications, crisis communications, new media techniques etc. a plus 
  • Deep knowledge of tools/methods for Strategy and Planning 
  • Understanding of socio-economic and political environments, current thinking on globalisation, role and influence of NGOs, public policy-making processes and regulatory structures etc. 
  • Proven experience in international trade and advocacy 
  • Detailed knowledge of fiscal and excise-related issues
  • Strong communication skills in English & Japanese (native speaker) in both written & verbal
