Purpose Statement

To manage the Factory Utilities Department whose main duties are to provide Engineering Services (Technical/Maintenance of Infrastructures/Hardware Systems, etc.) and to supply utilities (power, steam, air, vacuum, water, etc.) to support manufacturing and administrative activities in the factory.

1. Principal Accountabilities

1.1 Business

Utilities & Engineering Management

  • Effectively manage the Engineering Maintenance & Utilities expenditure and assets within the agreed budget.
  • Responsible for continuity in the supply of utilities to ensure 100% availability for production to proceed unhindered.
  • Manage utilities and building management control systems (e.g., HVAC, lighting, etc.) to their optimum condition.
  • Provide adequate support to ensure all approved Engineering Capital Expenditures are completed on time, in full, and within budget.
  • Act as a consultant to all internal departments regarding proactive energy consumption management.

Compliance & Quality

  • Ensure compliance with all regulatory requirements related to engineering installations at the site.
  • Maintain continuous focus on EH&S within Engineering Utilities, following all EH&S guidelines and standards.
  • Support the Production Department through prompt response to support requests to help ensure product quality.

1.2 Leadership

People Leadership & Development

  • Maintain a professional and motivated team through appropriate training and development to ensure succession for all key positions.
  • Promote coaching and champion people development at all organizational levels to create a self-sustaining organization.
  • Identify and coach employees with growth potential.
  • Ensure all team members have development plans and participate in regular performance discussions.

Culture & Engagement

  • Foster a culture of openness supported by change management principles to prepare the organization for change and innovation.
  • Implement the engineering strategy and support local Operations objectives.
  • Communicate clear objectives to ensure employee engagement and inspiration.
  • Champion One Business Unit ways of working and support cross-functional collaboration beyond the factory.

Communication & Coordination

  • Hold regular meetings with team members to communicate:
    • Monthly results
    • Company news and changes
    • Ongoing projects
    • Action plans for the following month
  • Coordinate and support projects, workstreams, and local committees.

1.3 Relationships

Internal Collaboration

  • Work closely with:
    • SMD
    • FMD
    • QA
    • Logistics
    • Planning
    • Contractors

to minimize downtime and maximize utilities efficiency.

External Relationships

  • Maintain effective relationships with regulatory agencies and local authorities to ensure quality service delivery to the factory.

1.4 Management

Operational Excellence

  • Develop safe, healthy, and effective working conditions within the relevant factory areas.
  • Ensure there are no production interruptions due to factory service failures.
  • Ensure utilities services are delivered at the highest quality level in a cost-effective manner.

Performance & Budget Management

  • Establish targets in line with Coplan and Factory Top Team requirements.
  • Ensure achievement of agreed targets across:
    • Manufacturing Cost
    • Quality
    • EH&S
    • Other operational KPIs
  • Develop, submit, and control revenue budgets.

1.5 Innovation

Continuous Improvement

  • Create an environment that encourages continuous improvement and innovation from:
    • The Utilities Department
    • Other factory departments
    • Other BAT locations

Best Practices & Technology

  • Develop and implement:
    • Best practices
    • Common platforms
    • Technology strategies
    • Knowledge sharing initiatives
    • Cross-factory collaboration within Operations

2. Additional Information

2.1 Context / Environment

  • Manage factory facility activities and contractors to achieve company objectives.

  • Represent the company with suppliers, contractors, and authorities.

  • Oran presents challenges related to:

    • Limited availability of skilled workers
    • Limited contractor capabilities
    • Low safety awareness
    • Limited industrial work ethics

    As a result, selection and development of workers and contractors remains an ongoing challenge.

  • Maintain regular communication with government authorities such as SONALGAZ to ensure uninterrupted supply of electricity and communication services.

  • Civil infrastructure falls within the role's scope, making knowledge of civil construction and maintenance increasingly important.

  • Continued manufacturing growth increases pressure on Engineering to:

    • Install new and cascaded machinery on time
    • Develop supporting engineering infrastructure

2.2 Knowledge, Skills & Experience

Education & Technical Expertise

  • Professional qualification in Mechanical or Electrical Engineering.
  • Minimum 3 years of experience in operations and maintenance within a manufacturing facility.

Experience

  • Proven industrial management experience.
  • Proven leadership experience.
  • Experience in contract management.
  • Strong negotiation skills.

Competencies

  • Strong communication and people management skills.
  • Ability to make clear decisions in challenging situations.
  • High degree of innovation.
  • Knowledge of:
    • Environment, Health & Safety (EH&S)
    • Processing and Factory Operations
    • Personnel administration and applicable legislation

  • Uninterrupted supply of utilities and engineering services to achieve business volume requirements.

  • Full compliance with all regulatory requirements related to engineering utilities.
