Purpose:

Ensure implementation and compliance of BAT Guidelines and all Local / National regulations pertaining to Operations and Agribusiness in Pakistan. This is in line with the priorities for a safe work place and zero incidents

  1. Principle Accountabilities

    1. Business
  • Responsible for ensuring compliance with BAT’s EHS policy and local/ national regulations
  • Staying updated with the latest regulatory requirements and ensuring compliance.
  • Monitoring discharges/ emissions against the BAT and local regulation requirements.
  • Ensuring regular reporting of Global Reporting Indicators
  • Providing EHS support for all on-going projects.
  • Effective incident recording, accidents investigation and execution of remedial actions. Investigation of serious accidents or environmental incidents and reporting formally the region as per hierarchy of communication.

    1. Leadership
  • As Sustainability Manager, lead all EHS activities and support team on EHS Management System, implementation of procedures and solutions.
  • Being the site expert for all EHS related issues, lead the team by providing information and guidance on latest developments and clarifications required.
  • Lead the internal and international review process for identifying opportunities for improvement and generating actions on them.
  • Lead the development of staff, suppliers and onsite contractors through active participation in EHS and job specific trainings, aiming to achieve improved standards of workmanship, EHS awareness and responsiveness.

    1. Relationship
  • As an ambassador of factory, maintaining good working relationships with Local and Government regulatory bodies like EPA and Factories Inspectors to stay updated on industry related laws, regulations and changing requirements. Changing government policies and regulations requires pro-activeness to meet increasingly demanding standards.
  • Regular interaction with other Sustainability Managers to confirm consistency and to share priorities and seek support, if required.
  • Effective relationship management with regional and global EHS community to keep abreast of latest developments and share best practises.
  • Active engagement with various consultation agencies to stay informed of all relevant codes and practice on emerging EHS issues relevant to the company.

    1. Management
  • Continuously reviewing work practices, identifying areas of potential risks and suggesting practical methods for improvement.
  • Developing and implementing agreed internal control systems, procedures and solutions.
  • Ensuring safety of all persons on site through effective implementation of BAT guidelines.
  • Reviewing training needs and effectiveness of training on all aspect of EHS management system for Akora Khattak Factory and Agribusiness
  • Ensuring that all EHS guidelines have been followed in all projects across the factory. This applies to designing and execution
  • Overall responsibility of compound up-keep and hygiene standards of the entire Akora Khattak Complex (factory & residential area).
  • Confirming maintenance of all company vehicles including fork lifters, fire engines and pool cars as per standards

    1. Innovation
  • Cross OpCo benchmarking through knowledge sharing on various practises with regional and global EHS community members.
  • Establish procedures and best practises for successful implementation of BAT policies across the complex. Continually identify areas/ opportunities for improvements.

  1. Additional Information:

    1. Context/Environment
  • The job holder is operating in a factory with around 500 workers. Most of them are illiterate and come from rural set-up. Majority of the workforce is semi-literate and in higher age bracket with set habits. The environment round is rural which is not hygienic and EHS conscious. The job holder has to stretch himself/herself to bring about the attitudinal changes and drives down EHS consciousness.
  • Although legal framework for environmental standards exists, but it is not well enforced. We being an ethical company, and in this environment, not only operate, but abide by all the rules & regulations set by the Government in order to maintain very high International Standards of EHS. In order to effectively implement EHS, we have to develop our own training programs, innovations to keep abreast with the day to day requirements.
  • The Cigarette Manufacturing set-up comprises of machines from the 80s & 90s in some cases.  Risk management and reduction associated with such old machinery which does not comply with latest BAT requirements.

    1. Knowledge Skills & Experience
  • Engineering degree with 4 to 6 years on hand experience of production and Engineering functions.
  • Sound knowledge of BAT EHS policies and procedures
  • Sound understanding of risk management principles and their application to the business.
  • Good knowledge of environmental and health & safety national laws and legal processes.
  • Understand and be sensitive to the natural environment and health & safety concerns and the priorities to be addressed.
  • As a project leader needs to have motivational, team building and change management skills. Should have strong strategic vision and thinking to look ahead.
  • Strong written and verbal communication skills for regular communication with regulatory bodies and other internal and external stakeholders.

  • Minimisation of financial losses arising from EHS risks.
  • Zero Lost Time Injuries and environmental incidents
  • EHS management is accepted and fully integrated into routine business management in every function of the factory
  • All levels in the factory are well informed of the company’s EHS policy and objectives and are committed to good EHS practices in their tasks
  • Line management and staff have sufficient information, in the form of objectives, targets, procedures, guidelines and instructions to manage EHS issues effectively
  • Successful introduction of best practice solutions for all significant EHS issues
  • Suppliers and contractors have verified EHS performance standards matching that of the Company
  • Successful implementation of follow-up programmes agreed during reviews

  • The job holder reports to the PK Sustainability Manager on matters related to policy implementation, regulatory compliance, progress on action plans and EHS issues.
  • In his/her role Fire & Admin Officers for Akora factory report to him/her. 
  • Additional Working contacts/ relationships with the:
  • Regional Sustainability Manager (Action plans, GRIs, projects, changing policies and best practises)
  • PMD/SMD/Engineering/Security/Training and Logistics Managers at AKF and Agribusiness
  • Engineering Manager (EHS projects update, Capex requirements)
  • Trade union representatives (Policy implementation and on-going requirements)
  • Sustainability Manager JF and Sustainability Manager Commercial (Sharing of best practises, on-going issues)

  • Pakistan Environmental Protection Agency -PEPA (Environmental regulations and prevailing codes and practises)
  • Chief Inspector of Factories (EHS laws & regulations, prevailing codes and practises)
  • Health Ministry (Epidemics guidelines, laws & regulations, prevailing codes and practises)
  • Certification Agencies (For certification, surveillance audits, update on CARs)
  • External consultants (Trainings, latest codes and practises, emerging EHS issues)
  • Local engineering contractors/ suppliers (Communication on EHS guidelines, requirements issues)
  • Electrical, Civil & Air conditioning consultants (EHS guidelines, requirements issues, prevailing codes & practises)
  • Local Area/ District Union officials (CSR projects/ activities)

Additional Comments

  • Job holder scope includes Cigarette factory, Warehouses (Prized Leaf, WM, Leaf packing Material, Spare Parts and finished goods) and a residential compound.
  • The incumbent is responsible for providing all type of EHS guidance and sourcing of all type of EHS services/equipment for the factory.
  • Complex is also unique as it has residential compound for management within premises. Residential area includes about 30 houses, 03 guest houses and a club. Incumbent has not only to look after the EHS risks in the area but also to ensure proper upkeep of this vast area as well. Level of EHS awareness of residents is elementary. 
  • Determines the EHS training needs of workers/Management. The incumbent assists the management through facilitation and arrangement of training programmes.
  • Influx of trucks of more than 100 trucks of leaf, materials and finished goods poses additional risks during the GLT season.
  • Many EHS issues can be politically sensitive, requiring work to be handled securely and discreetly. The ability to retrieve, assimilate and assess a wide range of technical and regulatory information is important, to keep up with new technical and regulatory developments in this field.
  • A strong element of the job is to influence personnel at all levels in the organisation through verbal and written communications.
